I have the honour to acknowledge
the receipt of your Despatch No. 147 dated the 28th. July,
1905, forwarding a copy of a report by Messrs. Coode, Son
and Matthews on the subject of Victoria Harbour and also
certain plans furnished by the Admiralty in accordance with
the request contained in my Despatch No. 380 of October
26th., 1904.

The serious view I took in that
Despatch with regard to the silting up of the harbour is,
I am glad to say, no longer justified now that the Consult-
-ing Engineers have satisfied themselves by conferences at
the Admiralty that it is impracticable to utilize as a
reliable basis of comparison the soundings taken before
1886 as shown on the earlier Charts.
